The investigation into alleged discrepancies and over billing with Phase 1 of Cast Iron Water Main Replacement continues. City Hall is in the process of sending out letters to those who might be impacted by the issues brought to their attention by residents.

It was a little over a month ago when residents first addressed Moose Jaw City Council, saying they were facing bills two or three times higher than what was quoted in their contracts. The issue appeared to be with resident who chose to go with a replacement method that avoided digging up the front yard. That process included signing a contact with the contractor and many speakers at the meeting were told the number quoted would be all that they would pay, typically in the $3500 to $4000 range.

City Clerk Solicitor Myron Gulka-Tiechko says they've been going through the contracts and billing information from the residents, then comparing it with their files.

"We're coordinating that information with the contractor, who did the work in the first place, as well as our consulting engineer, who supervised the work. We're ensuring that all of the documentation is as accurate as possible and then we'll be providing a report back to council to give them an update."

The letters are going out this week to residents who may be impacted by this with the intent of keeping them up to date as well and potentially request more information. When that's all done, council will receive a final report on what happened and a potential solution, if there was in fact an issue with the bills.

Council has agreed to halt any potential penalties on late payments until the matter can be sorted out.
