The city of Moose Jaw is requesting public feedback on proposed amendments to the Traffic Bylaw, which was enacted on June 11th, 2018.

Since the Bylaw has been in place, amendments have been suggested to enhance the Bylaw’s practicality.

Upon consultation with the City’s Transportation Services Advisory Committee (TSAC) and local stakeholders, the following Traffic Bylaw amendments have been proposed to Moose Jaw City Council:

- Allow individuals with a valid disability placard to park at metered parking areas at no
cost for a maximum of three (3) hours.

- Allow individuals with a valid Veteran license plate to park at metered areas at no cost
for the time prescribed on the meter.

- Free parking permits for metered parking be issued to members of City Council and the
following groups as permitted by the Mayor:
a. Parliament of Canada;
b. Legislative Assembly of Saskatchewan;
c. Visiting dignitaries the Mayor deems appropriate;
d. Moose Jaw Police Service Victim Services volunteer workers;
e. Any non-profit volunteer Health Care and Continuous Care organizations;
f. Eligible City of Moose Jaw employees; and
g. Day-long passes to anyone at the Mayor’s discretion.

- A permit may be issued for a fee of ten dollars ($10.00), rather than twenty-five cents
($0.25) per permit for a convention/seminar/organized event in the City. This is to cover
the lost revenue from the meters and the administrative costs that arise due to issuing the
permits.

- Speeding fines in relation to school zones and construction zones match the fines for
those infractions that are issued by the Province of Saskatchewan.

- A voluntary fine option offered in relation to those violating bicycle helmet provisions.
Under the Bylaw, helmets are mandatory for everyone 16 years of age or younger. The
voluntary fine amount would start at $20.00 and increase to a maximum of $50.00 if the
fine has not been paid in the prescribed time.

- During 2019 Budget deliberations, voluntary payment for a parking meter violation
penalty was increased from $10.00 to $20.00.

- Private property owners shall be responsible for monitoring illegal parking in their
respective private parking lots and have the option to tow vehicles parked illegally.

- A restriction on parking on any centre median, boulevard, sidewalk, public park or public
recreation area, except where parking is allowed by sign or markings.
